## Method

> Ranked by the gap between what a new tenant pays and what a sitting tenant pays in the same building, over the last 12 months. Renewal rents are capped by RERA and sit below market, so a wide gap means rent that is below market until the unit changes hands. Both sides need at least 5 contracts, and buildings whose rent is pooled across a project, or whose median price is below AED 300,000, are excluded.

The list is ordered by exactly one published number. A ranking is not published at all unless enough buildings qualify: below that floor an ordering would read as generated rather than measured.
